Note that almost all of the above production goes to the US and those imports only make up about 10% of US daily consumption. So there is a huge market, hence the economic and political forces beyond the proposed Keystone Pipeline Expansion.  Permanent defeat of this would represent a significant first step against business as usual. Not gonna happen …
